Job Description:
This position plays a key role in advancing the Nebraska Department of Transportation's (NDOT) data governance framework by ensuring data quality, consistency, and accessibility across systems, while supporting decision-making for transportation planning, operations, and asset management.
Under limited supervision, this position performs advanced-level systems analysis, design, and development of complex enterprise business intelligence solutions supporting NDOT’s data ecosystem. The role is responsible for developing reporting and analytics capabilities, maintaining enterprise data warehouse structures, and supporting data governance initiatives aligned with federal reporting requirements and NDOT data standards.
This is an on-site position.
Pay Rate is $35.267/hr

JOB DUTIES
• Develop and maintain Power BI dashboards.
• Design and deploy SSRS reports for reporting.
• Translate business needs into data visualizations and analytics.
• Support standardized reporting aligned with NDOT data governance policies.
• Design and maintain fact and dimension tables supporting data domains.
• Develop and maintain ETL processes, integrating data from systems.
• Ensure alignment with NDOT data standards, metadata practices, and governance policies.
• Support data validation and quality control processes.
• Develop R-based analytical applications for analysis (forecasting, trend analysis, performance metrics).
• Support data-driven decision-making for NDOT.
• Collaborate with business units to identify advanced analytics opportunities.
• Load and maintain SSAS/analysis cubes for enterprise reporting.
• Develop and maintain relational and analytical databases supporting transportation systems.
• Partner with NDOT business units, data stewards, and governance committees to define data requirements.
• Request, develop, and maintain SharePoint sites for data collaboration, governance documentation, and reporting access.
• Ensure interoperability between cloud platforms and the enterprise data warehouse.
• Document data flows, transformations, and system processes.
• Perform other duties as assigned.
Requirements / Qualifications:
Minimum Qualifications: A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering, or other related field, and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year-for-year basis.
Preferred Qualifications: Experience with:
• Power BI and SSRS, SSIS, SSAS (cubes) development
• SQL Server and Data Warehouse architecture
• R programming for statistical analysis
• SharePoint site administration
• Data governance frameworks and data stewardship models
• Idera ER/Studio and Team Server
• Visual Studio
• SQL Server Management Studio
• FME Form/Flow Experience with ETL tool workflows (This may be optional)
Other: This position requires in-office attendance; remote work is not permitted.
KNOWLEDGE / SKILLS / ABILITIES
Knowledge in:
• Data warehousing concepts (facts, dimensions, ETL)
• Business intelligence tools (Power BI, SSRS, SSIS, SSAS)
• Data governance frameworks and data quality management
• Software development lifecycle and system integration
Skills in:
• Advanced SQL and data modeling
• Data visualization and dashboard design
• Programming (R, SQL, and related tools)
• Analytical problem-solving and data interpretation
• Communication with technical and non-technical stakeholders
• Experience managing CI/CD pipelines and iteration planning in Azure DevOps
• Proficiency in source code management and repository handling using GIT
Abilities:
• Translate business needs into technical solutions
• Analyze large, complex datasets
• Apply data governance principles to ensure data quality and consistency
• Mentor staff and support cross-functional collaboration
• Manage multiple priorities in a data-driven environment
• Manipulate CSV/Excel files and browse SSAS cubes for data analysis using Excel pivot tables
