The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $65,658.00 to $74,687.50.

This position is Exempt under the FLSA.

About the Position

The Civil Department Management Analyst provides research, analyzes, compiles and reports information on a professional level to court leadership, judicial officers, and staff. Consults with the department to improve their overall efficiency and solve operational problems. The Management Analyst will be expected to obtain data from the Court's case management system, perform analysis on complex departmental issues, prepare reports, and provide recommendations for case processing improvements.

Standard Judicial Branch business hours are Monday through Friday from 8 AM to 5 PM. This position may be eligible for a hybrid teleworking schedule dependent on the needs of the Judicial Branch.

The expected start date for this position is July 6th, 2026.

Position Qualifications

Education:

• Bachelor’s degree in Public Administration, Business Administration, Justice Studies, Data Analytics, Political Science or a related field

Experience:

• Two (2) years of professional analytical experience

OR

Combined Education and Experience Qualifications:

• A combination of education and experience can substitute for a bachelor’s degree on a year-for-year basis.

Our Preferred Candidate Has:

• Experience performing research and analysis on complex issues/topics.

• Experience preparing reports and providing recommendations.

• Experience with data analysis and statistical software.

Knowledge, Skills, and Abilities:

Knowledge of:

• The policies, standards, procedures, and activities of court departments.

• The principles of data collection and analysis, research, performance measurement, and case flow management.

Skill in:

• Gathering, organizing, and analyzing quantitative information and data.

• Utilizes business skills to provide objective advice and expertise.

• The ability to analyze data and provide analysis, create reports, and give presentations.

Ability to:

• Analyze organizational problems, develop effective solutions, and present analysis results.

• Effectively facilitate meetings of diverse individuals and ability to orally present information to a variety of audiences.

• Establish and maintain effective professional working relationships with internal and external stakeholders.

• Communicate effectively, both orally and written.

• Manage time working with multiple departments.

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

• Perform comprehensive research and analysis on complex departmental issues and projects, prepare comprehensive reports, and provide recommendations to department management.

• Conduct operational reviews and assessments for compliance with department policies, procedures, and protocols; state and federal law; administrative orders and codes; funding agreements; and program plans.

• Conduct operational reviews and assessments to determine whether processes and procedures need to be updated or reengineered in order to implement substantial change that will result in efficiencies, yet focused on procedural fairness.

• Assist Civil/Tax/Lower Court Appeals with planning, developing, and implementing projects and evaluating results.

• Stay current with research and utilize it to develop and implement strategies to improve processes.

• Coordinate with Civil/Tax/Lower Court Appeals to validate data at the unit level to assist with department planning, research, and policy analysis activities.

• Lead the effort to minimize data type selections in Integrated Court Information System (iCIS) and foster a culture of consistency as it relates to data entry and integrity.

• Create professional reports and correspondence.

• Search for grant opportunities for the Civil.

• Act as the department liaison to Data Integrity and Analytics (DIA) and Business Analysts with Court Technology Services.

• Utilizes Access, Excel, SSRS, SPSS or other database or statistical software to query and report on data obtained from the iCIS and other sources.

• May provide mentorship, professional development, and training to teammates.

• Perform other duties as assigned.

Working Conditions:

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Occasionally, the employee may be required to move or lift objects weighing up to 20 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform these functions.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
