You are an exceptional communicator who translates learning needs into clear, actionable plans that support leaders and employees across the organization. You bring expert knowledge in adult learning and capability development, enabling you to lead BC Assessment’s Learning Centre and deliver programs that strengthen talent pipelines, enhance workplace culture, and drive employee engagement. You have a genuine passion for learning and are energized by creating meaningful development experiences that help employees succeed.
You think critically and strategically about how learning solutions are designed, delivered, and measured to ensure programs are impactful, scalable, and aligned with organizational priorities. You balance strong attention to detail with a clear focus on broader strategic objectives and consistently deliver high-quality outcomes in a dynamic environment.
You are a seasoned program, project, and people leader who is comfortable working with a wide range of learning technologies. You collaborate effectively across all levels, building strong partnerships with internal subject matter experts and external providers, and lead with influence to achieve results. With experience in mid to large-sized organizations, you foster talent through both individual coaching and system-wide frameworks, while staying current with emerging trends and continuously improving how learning is experienced across the organization.
What you’ll get to do
The Program Lead – Learning Centre leads BC Assessment’s employee learning and capability development practice, including the design, delivery, and continuous improvement of corporate learning programs. This role is responsible for building talent for critical roles, strengthening workplace culture, and increasing employee engagement, all in alignment with BC Assessment’s strategic and corporate business plan.
Reporting to the Director, Strategic People Programs, this role provides leadership, expertise, and innovation to advance corporate learning priorities. Working closely with Executive and Senior Leadership Teams, the Program Lead leads the Corporate Learning Strategy - from design to implementation to communication and measurement - while managing a complex, multi-stream Learning Centre and fostering strong partnerships with internal and external stakeholders.
Other responsibilities include:
• Providing expert advice, briefings, and presentations to executives, directors, and managers on learning, talent development, and strategic people programs.
• Overseeing multiple programs and initiatives, including knowledge retention and change management.
• Designing, delivering, and evaluating corporate learning programs using a variety of methods, including in-person, virtual, and e-learning platforms, and implementing measurement frameworks to support continuous improvement.
• Managing the Learning Centre budget, vendor relationships, and procurement processes, including large-scale contracts and partnerships.
• Collaborating with internal subject matter experts, external providers, and partners to develop and deliver high-quality learning content and experiences.
• Supporting leaders with initiatives that enhance performance and employee development.
• Providing leadership, coaching, and support to employees and internal trainers involved in the delivery of learning programs.
This position is excluded from the bargaining unit.

• Compensation: $100,077 - $122,317

*The salary range provided is based on our current Management salary structure. The successful candidate's placement will consider qualifications, experience, market norms, and internal equity. The typical recruitment range spans from the minimum to the mid-range, with the potential to advance to the maximum through performance-based increases.
What you bring to the team
Education
• Successful completion of a related degree in Leadership and Training, Organizational Development, Business Administration, Human Resources, Management Development, Adult Education or equivalent field of study.
• Masters degree would be an asset.
• Coaching designation would be an asset.
Experience
• Minimum of five years of experience in employee learning and organizational development, preferably in a public sector unionized environment.
• Experience in the design, development and delivery of corporate learning programs.
• Demonstrated corporate training management experience.
• Experience with psychometric assessments, LMS and eLearning technologies, eCertification platforms, digital adoption platform (DAP) technologies or related EdTech.
• Experience facilitating for large groups, presenting to senior leaders and executives and speaking/presenting on video technologies (e.g. Webex/Zoom).
