Job Description:

GDIT is seeking an experienced Data Linkage Services Program Manager to lead and oversee all operational, technical, compliance, and workflow elements related to federal and non‑federal data linkage for the NIA Data Access Program. This position serves as the accountable security leader for planning, managing, monitoring, and optimizing all linkage activities, ensuring delivery of secure, high‑quality, privacy‑preserving linked datasets and research‑ready files for federally funded studies. The Program Manager partners closely with cloud platform teams, privacy and policy teams, data providers, and operational staff to ensure all linkage activities meet government requirements, Data Use Agreements (DUAs), CMS/CADR policies, and performance timelines.

How a Program Manager for Data Linkage Services Will Make an Impact
Own the opportunity to lead a mission-critical federal program that produces secure, accurate, privacy‑preserving linked datasets enabling aging, biomedical, clinical, and health services research. Ensure linkage workflows are secure, compliant, efficient, and consistently aligned with federal policies and DUAs.

• Provide full lifecycle program security leadership across all data linkage tasks, including risk management, quality assurance and maintaining data security of Federal datasets.
• Oversee security and quality of deterministic, probabilistic, and multi‑way linkage methodologies, ensuring all processes conform to CMS, CADR, and data-provider policies, minimum‑necessary security principles, and approved research scopes.
• Direct security and quality of day‑to‑day linkage operations, including study intake; validation of incoming masked files; configuration of linkage workflows; monitoring job execution; and ensuring timely delivery of linked datasets and research‑ready files.
• Manage secure DUA‑driven linkage activities, ensuring all linkage operations adhere to approved data access parameters and reflect current requirements of federal and non‑federal data providers.
• Lead development, maintenance, and approval of SOPs, workflow documentation, data dictionaries, variable mappings, and linkage methodology documentation.
• Oversee quality assurance processes including match‑rate evaluation, sensitivity/specificity assessment, error analysis, and validation of longitudinal and multi‑source outputs.
• Mine and monitor performance dashboards and operational metrics for linkage volume, throughput, timeliness, quality, error rates, and customer satisfaction.
• Drive security and quality improvements in automation, record‑linkage tooling, workflow efficiency, and data flow pipelines in partnership with PPRL, analytics, and enclave engineering teams.
• Provide clear, consistent communication to federal stakeholders, study teams, and internal staff, ensuring timely issue resolution and transparent program oversight.
• Lead and mentor scientists, linkage analysts, enclave engineers, and operations personnel, ensuring professional development, operational readiness, and secure and high-quality delivery.
• Plan and manage linkage‑related transition activities, including secure orderly transfer of high quality CMS files, linked data assets, documentation, workflows, automations, scripts, and tools to ensure continuity of operations.

What You’ll Need to Succeed

• Degree in bioinformatics, heath services, or economic research areas.
• 5+ years of relevant experience
• Knowledge of federal data security and management standards, privacy requirements, and data governance applicable to linkage of federal datasets.
• Broad technical understanding of data workflows, cloud‑hosted environments, technology, networks, hardware, and software supporting secure linkage operations.
• 2+ years leading teams doing federal research, secure data management, or linkage programs, including oversight of major administrative data linkages.
• 2+ years of experience with risk management, quality assurance and maintaining data security of Federal datasets
• Experience with CMS data and related data linkage methodologies
• Strong communication skills across multidisciplinary technical, scientific, and policy teams.
• Ability to obtain and maintain a Public Trust or higher and authorization to work in the United States. Work visa sponsorship will not be provided for this position.
• Work will be performed during regular business hours, East Coast time 
• Travel at 10–25% to support on-site collaboration primarily in the DC Metro area.​

Preferred

• Advanced degree in bioinformatics, heath services, or economic research areas.
• Progressive experience managing data programs, with leadership of secure linkage programs, or similar large-scale data integration efforts.
• Strong hands-on experience with data linkage methods, including deterministic, probabilistic, and privacy-preserving record linkage in regulated health data settings.
• Experience coordinating with secure enclave and cloud engineering teams operating in FISMA Moderate/FedRAMP Moderate environments aligned with Zero Trust principles.
• Industry certifications such as PMP, Agile, ITIL, or other business/technical credentials.
• Technical certifications in relevant areas such as professional cloud, information security, or data engineering.
• Direct experience supporting HHS, NIH, CMS, or other agencies on linkage, enclave, or RWD in biomedical, clinical, and health research domains.
• Familiarity with interoperability and research standards and their application to linked real-world data.
• Travel at 10–25% to support on-site collaboration primarily in the DC Metro area.​

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
