General Description:

Responsible for the coordination of speech and language services and the supervision of speech language pathologists working in Chesterfield County Public School. Work is performed under general supervision of the Disability Support Coordinator and within specific program objectives and policies. Contacts are made at all organizational levels. Works with community resource personnel and agencies outside the school system. Focus is on ensuring full compliance with special education eligibility and program requirements. May also provide school based therapy services.

Essential Job Functions:

• Assists in recruiting, interviewing and hiring of speech language pathologists.

• Coordinates orientation, assigns mentors and provides ongoing support to new staff.

• Assists with staffing assignments and monitoring of workloads.

• Assists with department observations and performance evaluations; provides support to school administration as needed with performance of department staff

• Plans and coordinates coverage for medical leaves and other absences

• Plans and leads department meetings; keeps staff informed of changes to federal, state and school division policies related to the provision of services.

• Plans, designs and provides training and professional development opportunities to school division personnel regarding best practices for speech language services.

• Assists with department budget; coordinates the purchase of and maintains accurate inventories of department equipment, materials, and resources; prepares grants and seeks funding.

• Assists with data collection for the state performance plan.

• Serves as a resource to school division personnel regarding best practices for students with speech or language impairments.

• Provides leadership and support with data-based management systems.

• Assists the Disability Support Coordinator in the development, maintenance and dissemination of procedures, forms, and resources related to speech and language services.

• Promotes, facilitates and provides guidance in the consideration, implementation, and documentation of speech or language impairment in the special education and/or 504 process.

• Coordinates placement of student affiliates; coordinates supervision of clinical fellowships.

• Assists with the coordination and monitoring of summer school, extended school year services, summer evaluations, and off-site service needs.

• Pursues and attends professional development opportunities and keeps abreast of current research and trends that support best practice.

• Performs other related duties as required.

Budgetary Responsibility:

Reviews requests and recommends approval for expenditures for equipment and supplies. Assists in preparing department budget.

Report Preparation:

Numerous reports are required.

Equipment Operation:

Use of computer and presentation technology, general office equipment and other specific equipment related to assigned area.

Contacts:

Contact with all levels of CCPS personnel and various outside agencies.

Work Direction/Supervision:

Provides work direction to speech language pathologists and other assigned staff.  Assists with recruitment, hiring, supervision and performance evaluation of speech language pathologists.

Decision Making:

High level of independent decision making is required.

Formal Policy-Setting Responsibilities:

May provide input or recommendations related to policy changes.

Physical Demands:

Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Frequent walking, standing, light lifting up to 50 pounds. Physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead..

Work Environment:

Duties performed mainly in an office setting. The noise level in the work environment is moderate to loud.

Qualifications:

Considerable knowledge and understanding of special education policies and procedures at the county, state and federal levels; of ethics, concepts, principles, methodologies and best practice of speech language services in the educational setting; of current curriculum and SOL requirements; of children with speech or language impairments ages 2-21 years.  Demonstrates ability to organize, schedule, and monitor work assignments; to train and advise staff; to communicate effectively, orally and in writing; in promoting knowledge of best practices in speech and language services; in decision making, problem analysis, conflict resolution, interpersonal relations, research and planning and to effectively communicate with students, teachers, parents, administrators and other school personnel. Computer proficiency with MS Office and Google Suite and in-depth understanding of using spreadsheets for data management and analysis.

Additional Job Requirements:

Must hold a degree in speech-language pathology from an accredited institution, a current license in speech pathology issued by the Virginia Board of Examiners for Audiology & Speech Pathology and current Certification in Clinical Competence issued by the American Speech and Hearing Association (ASHA). Minimum of 3 years of experience working as a school based speech language pathologist. Preferred experience in a supervisory or leadership role related to Speech Language Therapy.  Must hold a valid Virginia Driver’s license.
