Job Summary:
Oversees, formulates, and performs complex development, installation, testing, evaluation, modification, and maintenance of operating system software programming applications and specified utility programs. Supervises, evaluates, and/or provides functional guidance to assigned subordinate personnel or personnel assigned on a temporary or intermittent basis.

Knowledge, Skills & Abilities
Knowledge of computer systems, operating system components, installation procedures, diagnostic tools and programming techniques. Knowledge of system features and integration capabilities. Verbal and written communication skills. Interpersonal, customer service, analytical, programming, and troubleshooting skills. Ability to design, develop, and implement integrated software system solutions to organizational requirements. Ability to identify and recommend future software requirements and products. Ability to prepare reports and maintain records and documentation. Ability to train, motivate, and supervise assigned employees and/or team members assigned on a temporary or intermittent basis.
Responsibilities
• Analyzes, designs, supervises, and coordinates the integration of software and information systems to meet organizational requirements.
• Evaluates, tests, modifies, recommends and integrates existing and new services, systems, and software products. Participates in the planning of new projects and the purchase and maintenance of hardware and software.
• Researches, designs, and writes software programs. Writes operational documents, technical specification and other applicable reports and documentation.
• Troubleshoots, escalates as necessary, and modifies existing software to correct errors, adapt it to new hardware, or to upgrade interfaces and optimize performance.
• Monitors functioning of equipment to ensure system operates in conformance with specifications.
• Plans, conducts, and supervises assignments. Provides consultation, training and technical assistance to lower-level systems engineers. Identifies, recommends, and implements changes in policies and procedures affecting operations and the use of software.
